In 1917-1918 the Wilson administration had threatened the unions, jailing many organizers and murdering some, and strong-armed most unions into agreements not to strike until the war was over. Not all unions gave up, but most did.

In 1919 the war was over. The unions wanted higher wages and could strike again. The bosses wanted lower wages and figured they could hire unemployed ex-soldiers. Neither side was about to give in to the other.

The fact that at the time the government controlled major corporations, women began to start working and more and more immigrants began entering the country all sparked the major labor unrest. One of the biggest reasons however happens to be the Immigration to america. Millions of people came to the country looking for jobs and a better life and the sad reality was there wasn't enough jobs to be had for everyone.
