A nation with a confederate government has a political system in which states or regional governments have the ultimate authority except for those powers that are expressly given to a central government. The US was a confederation from 1776 to 1787 under the Articles of Confederation.
Confederate government regards a system of decentralized power. In a confederation the central government is weaker than that of the individual states. The Thirteen Independent States of early United States as well as the Confederacy are examples of this type of government. Modern day American federalism is based on my Constitutional powers giving supremacy to the central government.
A confederation of states is one in which equal and sovereign states combine in a federation for mutual benefit and defense. Each state retaining full authority as sovereign nations, ceding only those powers deemed mutually beneficial to a joint governing body. In such a construct, only a unanimous decision by all states become binding on each.
For example: If California wanted to ban oil drilling in the US, All 50 states would have to agree to it, if the US were still a confederation. California could still ban it in California, and could impose sanctions against other states that won't, and the other states could do likewise, in a confederation.
Under the present union none such sovereign rights exist, California could ban drilling in California, but couldn't force other states to follow suit unless a majority in congress agreed.
An example of confederate government is Canada. :)
No. When Braxton Bragg invaded it, he was able to set up a Confederate government, but it collapsed as soon as he retreated.
The federal government controlled the Confederate states during Reconstruction.

In nations such as Great Britain and France, how is government power divided? How does this differ from a confederate government?
