The general goal of Clay's American System was to promote economic prosperity in the United States. There were three specific goals set to accomplish this:

  • Establish protective tariffs favoring producers in the United States
  • Establish a national bank
  • Improve transportation infrastructure

This was a plan to unite and fortify the nation. It was advanced by the Whig party and politicians such as Henry Clay, John C. Calhoun and John Quincy Adams. This was a new form of federalism including development of a system of internal improvements (e.g. canals & roads), and maintaining high public land prices for federal revenue.

The plan supplemented the Bank with protective tariffs that raised prices on imported goods in order to benefit native manufacturers. And it authorized federal funding for internal improvement projects such as canals and turnpikes.

This "System" consisted of three mutually reenforcingparts: a tariff to protect and promote Americanindustry; a national bank to foster commerce; and federal subsidies for roads, canals, and other "internal improvements" to develop profitable markets for agriculture.
