Well John Tyler was president. He didn't agree with the Whig party, since the Whigs were pro-bank and pro-protective tariff, and pro-internal improvements. He was really more of a Democrat. There was unrest all around because of the coming war. Also, if they accepted Texas as a state, there would be unbalanced majority in the House. But if they didn't then they would be in a war anyway.
