President Roosevelt sought to bring accountability to government through programs that regulated areas such as food safety. The creation of the National Park Service also saved monuments as well as natural areas for future generations.

The most important Progressive legislation, passed during the 1911 session under Governor Francis McGovern (1866-1946), instituted the nation's first workers compensation program, passed laws to regulate factory safety, encouraged cooperatives, established a state income tax, and limited work hours for women and children.

I would say that it is an opinion. One I believe to be very important is the work of muckrakers. For instance in Upton Sinclair never wrote The Jungle the meat business might still be like that today (and if you ever read it you can see how that would be a major problem). But also the work of the National Women's Suffrage Association got the Nineteenth Amendment ratified. And instead of using the spoil system we got the Civil Service Exams. All which are very important. So really I don't think there is the most important. It really depends on the person and how each accomplishment effects them personally.
