Urban growth was driven by industrialization- the geographic concentration of industries, by the increasing scale of production, and by industry's need for city-based financial, and administrative services. A burst of innovation brought forth mass transit, skyscrapers, electricity, and much else that made the big city livable. Although not constrained constitutionally, the public sector left city building as much as possible to private initiative and private capital, The resul was dramatic growth, with an infrastructure superior to Europe's, but at the price of a delegraded environment and nasty living conditions for the poor.
