In this agreement, Japan would no longer issue passports to Japanese emigrants and the United States would allow Immigration for only the wives, children and parents of current Japanese whom already reside in the United States.

Two people would agree on a business or similair deal. Instead of getting legal documents to bind them to the deal, they would shake hands to seal it. Generally, a mans word could be trusted, so a gentlemans agreament was made. In this context, "Gentlemans agreement" applied to both sexes.

In 1907, pressure from political groups led Theodore Roosevelt to make a "Gentleman's Agreement" with Japan to restrict emigration. Under the agreement, Japan would not allow further emigration to Hawaii and the US, and the US would act against the policies of California that segregated and unfairly treated Japanese immigrants.
