As a resident of SC and to my knowledge the confederate flag does not fly over the capital building. I seem to recall it was moved to the grounds in front of the capital with it's own monument.

When looking at a series of flags in the USA the flag of the United States of America should always be on the left. Another way to look at it, if you were the flag this would be the flag's right. On a stage the US flag should be on the left of the stage from the audience view, to the right hand of the speaker. Again, the flag is positioned on the flag's right. If there is a row of flags the US flag should be in the center on the tallest flag pole.
Respectfully never touching it to the ground. It should always be cased when not in use. There's a lot of flag etiquette rules also as far as how to fly it properly (ie. with other flags, vertically, etc)
The blue field in the top left corner which holds 50 stars for the 50 US states of America. The rest of the flag are 13 red and white stripes (7 red, 6 white) representing the original 13 colonies of Britain on the East Coast. The blue field with the 50 stars is called the "canton" or the "union." The "field" is what contains the stripes. The "fly" is the length of the flag (left to right). The "hoist" of the flag is the height of the flag on the side that it is attached to a pole or a halyard for raising and lowering.

A country's flag should not fly after dark as a sign of respect and to adhere to proper flag etiquette. It is a tradition to lower the flag at sunset to honor the end of the day. Flying the flag at night without proper lighting can be seen as disrespectful.
They fly a different flag, because they are a different country, now if they were the same country, they would fly the the US flag.
A Pow/MIA flag flies under no flag except the United States of America flag. You may fly it at any time and anywhere.
It is not illegal to fly a tattered flag, but it is considered disrespectful. It is recommended to replace a tattered flag with a new one to show proper respect for the flag and its symbolism.
Technically, they are on their own soil, so no, they don't have to fly our flag. Just as our embassies don't fly their flag.
