In 1968 the American Indian Movement (AIM) was founded with the intent to pressure the US Government into compliance with treaties it signed. Several conflicts resulted in the US Government making more broken promises about fulfilling the 4,000 treaties. Since this time several branches of the AIM have attempted to gain sponsorship before the United Nations, and the world court. Several options become available once this sponsorship is achieved up to and including the armed removal of the US Government from north America and return of land ownership to the tribal people.

So the short answer would be; When European style governments (including the one operating in the USA) become honest.
