The reason why he did it and why this policy was so effective is that this caused everyone to work. Because if they didn't, then they wouldn't eat. You see everyone who went on the voyage to the Jamestown colony were wealthy snobs or "gentleman". basically high class people who always had people doing everything for them and didn't work, but with this policy it forced them to work. The racial group was the whites, the ethnic group was english men, and the religious groups were Seperatists and Quakers. I have no idea why for the racial and ethnic but for religious was obviously in search of freedom of religion. :)
I would probably say the colony of Pennsylvania. They were very laid back and the Quakers allowed any kind of religious worship within the colony. They also had a pretty peaceful living arrangement with the Native Americans while William Penn was alive
well the answer to that is Massachusetts because it used to be a colony but now its not. so that is the answer to that but that was kind of confusing if you think about it
In 1607 the London Company sent 104 men in three ships to VA to establish a colony. They built a fort on swampy land and within 6 months most of the 104 were dead or sick. Most of the men who came were there to look for riches and gold. They didn't plant crops or prepare to survive the cold winters of VA. The men were a combination of military, outlaws, and gentlemen. Part of the problem was that no one did any jobs like planting crops or doing what they needed to live. Jamestown wasn't meant to be a colony established as a settlement in a new world, but make men rich. It wasn't until Rolfe introduced tobacco that the colony took off and grew.
