It is not clear which bill you are asking about, since United States currency has dollar bills, but not half-dollar bills. There are no African-Americans on the U.S. fifty-cent coin: most recently, this coin has featured President John F. Kennedy. I enclose a link about the history of this coin. As for the dollar bill, it too does not have an African-American on it: the vast majority of dollar bills have a picture of President George Washington.
