During the Civil War, the Republican Congress passed the Homestead Act. The act promised ANY settler 160 acres of land if they met the following requirements:

at least 21 years of age, citizens or immigrants who had applied fro citizenship, build a house and live in it at least 6 months each year, and farm the land for 5 consecutive years. After meeting the first to requirements you moved to your new land and worked on the last 3 requirements. If you were a person or a family doing this you were called a Homesteader.

To prove up required a homesteader to live on the land for five years, building a house as well. Then, after five years, the homesteader had to bring in two reliable neighbors who could swear the homesteader had lived on the land and improved it for the previous five years. After paying a filing fee, the land become the property of the homesteader. Large number of homesteaders, especially in the high prairies, were unable to "prove up" and abandoned their failing farms.
