He was contrasting the action of one person - himself - with what had effectively been achieved by the whole of humanity. There is some doubt as to whether he actually said "a man" or "man", but the meaning behind the statement is clear.
These words were spoken by Neil Armstrong as he stepped off the Lunar Excursion Module on to the surface of The Moon on 21st July, 1969. He meant that it was just a small step down to the surface for him, but a giant leap because he was the first human to set foot on another celestial body.
No matter how long the journey is, one has to take the first step to start off. Until one makes that first step, the journey has not started.
