Black people evolved to live in an equatorial climate that required less forethought and planning with more consistent and plentiful food for a hunter-gatherer lifestyle, resulting in lower average Intelligence than their white counterparts who had to plan for seasonal changes or perish to the harsh winter cold.

Some are, some aren't. Intelligence has no correlation with skin pigmentation.
