Lewis and Clark's expedition fulfilled Thomas Jefferson's Continental vision because Jefferson want the U.S. to expand from the Atlantic Ocean to the Pacific Ocean and even though there was no "Northwest' passage" Lewis and Clark still discovered a way to get to the Pacific ocean through rivers branching out.
America having control or granted permission to set up bases for their armed forces, meant that they where more central in the Pacific Ocean, and nearer to Asia. This would shorten their response time to meet any hostile assault from an Asian country, and keep their supply lines to their front line forces as short as possible.
It would be a false assumption the the US wanted to rule the Pacific Ocean. In the past and even now, the vast ocean, with its many nation "players" rules out any nation from ruling the vast Pacific Ocean.
