When did Territorial expansion lead to an increase in sectional tensions?

Around the mid 1800s, several states tried to be admitted into the union. This caused tension between the north and south since they had such varying views on slavery. When California applied for statehood, it only exemplified the differences between the two regions since they felt so strongly on whether slavery should or shouldn't be allowed.

Is the free coinage of Western senators related directly to the silver vs gold debate?

No. "At the time of Arizona's push for statehood, there were other territories that had just recently gained statehood, or, like Arizona, were seeking it. This caused many politicians to be concerned about what has been termed "the free coinage of Western senators". Every time a new state is created, two new senators are "coined," or given seats in the senate."

How did both the Fugitive Slave Act and the transcontinental railroad heighten sectional tensions?

The Fugitive Slave Act, which allowed runaways to be officially hunted down and returned to their owners, caused outrage among Abolitionists and recruited many new members to their cause, helped by the publication of 'Uncle Tom's Cabin', which was written as a response to the Act. The proposed Transcontinental Railroad also divided the nation. The South wanted it to pass through New Mexico, but Chicago was the preferred hub. To persuade the South to contribute to the cost, Congress had to appease them with a new Act(Kansas-Nebraska Act) that would allow the slavery issue to be put to a local vote in each territory coming up for statehood. The result was a campaign of intimidation by cross-border terrorists, which vividly foreshadowed the Civil War.
