Why did Mexican officials want to bring more settlers to Texas?
because they were trying to colonize Texas and make it part of Mexico.
Texas was once governed by Mexico (1821 - 1836). In 1830, Mexican President Anastasio Bustamante outlawed the Immigration of Americans to Texas. Angry colonists demanded that U.S. citizens be allowed to immigrate. Although the Mexican government made several efforts to appease the colonists, this controversy ultimately spawned a rebellion that resulted in Texas' independence from Mexico.

Economic opportunity is the usual motive for immigration. In the case of Mexico and the US it is much more complex. Large numbers of individuals termed Mexicans or Mexican-Americans are the descendents in part of Native American Indian genetics. As the study of genetics improves, these individuals are more easily identified by their Pueblo or tribe of origin. In effect, these are not immigrants, they are people who are going home.

Free land
Oddly enough Americans originally moved to Texas to be away from the United States laws. After their revolt and break with Spanish controlled Mexico, they created the independent Republic of Texas in 1836 to continue to remain free of United States control and laws. Texas was admitted to the Union as the 28th state in 1845 as a slave state and the Republic officially dissolved in 1846. Texas seceded from the United States in 1861, and joined the Confederate States of America.

Americans wanted to move to Texas in the 1800s because of the promise of cheap land, economic opportunities, and the chance to start a new life in a frontier region. Additionally, Texas was seen as a place where people could escape debt, find adventure, and potentially gain independence from the United States.
