It would be easy except for the one thing that is always present. The need for power. In a war torn country factions of every ilk will try to insert themselves to get their piece of the pie. Someone will want to be a dictator, another a religious leader and so on. Until all concerned can come together for the good of everyone the trouble will continue.

That is the reason that the United States of America has been such a success. Our forfathers gathered as a group to decide what would be best for the country instead of fighting for power and wealth among themselves. As a result the new government was formed relatively quickly and has lasted for over 200 years.
