When someone is deprived of oxygen the skin turns bluish; this color change is less obvious if your skin is darker, because of amount of melanin in the skin. Since a white person has little melanin in the skin, the body will change color much sooner after death, so if the relatives want an open casket at the funeral, the body needs to be embalmed and buried within a few days or so.

They are not. Some people are buried sooner than others due to cultural or religious concerns, but people are people. Skin color has nothing to do with it.
