This is law number 202 of The Hammurabi Code, a code of laws enacted ca. 1780 BCE by the sixth Babylonian king, Hammurabi, as translated by Leonard William King. The Code of Hammurabi was one of several sets of laws in the Ancient Near East. An "s" was left out of the question. The Code actually states: "If any one strike the body of a men higher rank he shall receive sixty blows with a ox whip in public."
The most famous section - copied from Wikipedia is - "...We shall go on to the end. We shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our island, whatever the cost may be. The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person. The privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it. No Bill of Attainder or ex post facto Law shall be passed.

It was the code of his laws. He ruled a civilization in Mesopotamia. For example, if you strike your father your hands shall be hewn off and if you strike a man of equal importance you shall be stricken back. It was a tooth for tooth or an eye for an eye kind of thing.

"Compensation" and "emolument." Article 2, Section 6 states that the president shall receive for his services a "compensation". Later in the section it states that the president shall not receive any other "emolument" from any state.
