Excluding war, the people directly responsible for ordering the most deaths are:

  1. Mao Tse Tung: 70 million

Pol Pot of Cambodia also deserves special mention. His Khmer Rouge may have only killed 1.5 million people during their rule (just under 5 years), but they only had about 7 million citizens to start with. In terms of the percentage of the total population killed, he probably holds the record.
