The man behind the Great Purge was Joseph Stalin, and his goal was to get rid of people he suspected were not loyal to him and his regime. People were repressed, placed under surveillance by police, and with little of no evidence, were executed.

Josef Stalin was suspicious of sabotage among the members of the Communist Party. As such, he led a campaign against his own party, to try and cleanse it up of corruption.
