The baby boom period resulted in to many children for the educational system to cope with so the government changed the schools, as well as health and welfare, from being the responsibility of the Catholic church to that of the province. Under the Catholic church, formal and higher courses were expensive and impractical for the public. Before the revolution, only 13% of children completed grade 11. Improvements were needed. Quebec also wanted a more similar and equally efecient system as those of the other provinces.
