The purpose was to force Canada to live up to it's promises to Western Canada, most notably British Columbia. The disparity in political power in Canada was made very clear in the depression. Federal money and support went to regions with political power, not to those thousands of miles away in the West.
Yet these areas were promised support. That was one of the main arguments for Confederation, support from a larger group.

Canada of course seen it as yet another Western Rebellion and acted in the expected manner using their very own Paramilitary Police force originally created for just such rebellions.
Another Rebellion was put down violently and the purpose to get support failed.

Jehiel Collins, in 1809, became the first European settler in the Ottawa region. In 1826, Lieutenant Colonel By and the Earl of Dalhousie picked the area as the beginning of the Rideau Canal. The community that grew around the construction was known as Bytown, after Lieutenant Colonel By. Bytown was incorporated as a town in 1850. When Bytown was incorporated as a city in 1855, it was renamed Ottawa. In 1857, Queen Victoria chose Ottawa as the capital of the pre-Confederation Province of Canada. Legend has it that Ottawa was chosen for two reasons: it was many miles distant from the US border and therefore less vulnerable to attack, and because Ottawa was usually full of rough and ready lumberjacks, in the event of such an attack a fighting force would be easily and quickly assembled.

To sum up the On-To-Ottawa Trek and the Regina Riot: In the ealry 1930's relief, work camps were created by Prime Minister R.B Bennet but were not enough to deal with people's major economic problems. In June of 1935, after strking in Vancouver for a month the workers lead by the Relief Camp Workers Union boarded trains in Vancouver bound for Ottawa because they weren't getting enough pay. The train was stopped in Regina by the RCMP. Two weeks later was the start of the "Regina Riot" Using baseball bats, billy clubs, and tear gas, the RCMP and Regina City Police fought a crowd of mainly citizens for three hours. Dozens of protestors were injured and one police officer was killed.
