The gold Miner's Licence was introduced in August 1854. The miners were required to pay this fee whether or not they found gold. Prior to this, the miners had to pay a smaller fee to mine, but because so many were renegging on their fees, the response was the Licence, and regular checks by troopers.

The Government introduced a licence because they were getting to much gold, so the government decided that they should star paying their gold to them, as a matter of fact miners were not happy with this. Some got very angry and decided tol leave, others just kept on focusing with their job.

Be more specific: Do you mean miners like workers who work in mines? Or minors meaning folks underage? And what type license...a driver's license? In what state (if you are even asking about the United States... I think, but do not know for sure, that in the US a minor caught driving without a license will probably be fined, maybe asked (made to do) some community service, and may be delayed in being issured a driver license when otherwise they could have been eligible for one. That all assumes there were no complicating charges such as reckless driving or having an auto accident.
