Depends on the civilization. The United States believes a philosophy of popular sovereignty where a governments power comes from the people and should only reflect their will. European monarchs used to claim a divine right to rule given by God, but now they're merely reflections of the people's culture. Similarly Chinese rulers require a madate of heaven, and as such get their power from the people through their common religion. Totalitarian states get their power from the overwhelming military presense, and rarely have any real power over their citizens besides the power to kill them. With these and other dictatorships as the exception, all governments only have the power the the collective public gives them.
