The United Kingdom is a country represented by an elected Prime Minister, with the advice of his cabinet which is drawn from individual Members of Parliament. Parliament is responsible for passing Bills, which become Acts once they pass through both houses after a fairly exhaustive process that involves both chambers of Parliament and Royal Assent before the Act becomes statutory Law and is enforceable in England, Scotland, Wales and Northern Ireland. Parliament consists of the Commons and the House of Lords. The Commons is referred to as the lower house but is in effect the ruling chamber in UK politics. The House of Lords which is the Upper chamber and used to consist exclusively of heriditary peers, but are now appointed by Government, is a supposed safety check to prevent a polarized House of Commons from passing policies for any political motive. In effect the best the House of Lords can do now is to delay an Act for up to a year. The Queen plays the part of the titular monarch with little political power, although she may wield considerable stores of influence.
