Twelve European nations, plus the Ottoman Empire and the United States were invited to participate at the Berlin Conference. However, the U.S. chose not to participate, adhering to the Monroe Doctrine of isolationism and protection of its interests in the Western Hemisphere (and not beyond).

The U.S. had already established Liberia as a "free state" where freed slaves could emigrate, if they wished to do so. During the mid-nineteenth century, the U.S. had not developed expansionist interests (beyond the western hemisphere). The greatest land expansion, just a few years after the Berlin Conference, was the purchase of Alaska (from Russia) on the recommendation of Seward (and though now acclaimed as an important acquisition, it was known at the time as "Seward's Folly".
