Between 1900 and 1918, the British Liberal Party collapsed. It came to depend upon the Labour Party and the Irish National Party increasingly. This was a result of more working class men getting the vote under the 1867 Reform Act. Finally, the Liberal Party effectively split at the start of World War I.

no one. England doesn't have a leader. The United Kingdom has a monarch - a King or Queen and also a Prime Minister. There were lots of both in the 1900s
