He is a key figure in creating treaties and strengthening foreign relationships. He is also responsible for passing all bills into law that are intended for the purpose of creating a better country.

Some countries have the two roles as one, like in the USA. The head of government in Ireland is known as a Taoiseach, which is an old Irish word for leader or chieftain. The corresponding position in other countries would be a prime minister.
