The 20th amendment states that Congress must convene at least once a year at noon on the 3rd day of January unless it by law provides for a different day. It does not say how long the session is to be. Article 1, Section 8, paragraph 4 states that when Congress is in session, neither house may adjourn for more than 3 days without the consent of the other house. Lastly Article 2, Section 3 gives the President the power to convene Congress in extraordinary situations and if the two houses disagree as to the time of adjournment, the President may adjourn them to such time as he chooses.
