12 states out of the original thirteen attended the convention. Rhode Island was the only state that did not attend the convention, because IRS leaders did not support a strong central government. Apart from Rhode Island, Thomas Jefferson, Patrick Henry, john Adams and Thomas Paine also did not attend the convention.
