George Washington had a few obstacles in his presidency that he had to overcome, including the Whiskey Rebellion. Alexander Hamilton, who was also the founder of the Federalist Party, convinced the president to place a tax on some objects, and one of them was whiskey. Since the people made more money when they made their corn into whiskey, they objected. They compared the whiskey tax to the hated taxes Britain had enforced on them (such as the Intolerable Acts). When a tax collecter came to collect the tax, farmers rebelled, burning down his house. When George Washington heard of this, he sent the militia. In his opinion, violence would not be tolerated in a republic. When the farmers heard that 13,000 troops were marching against them, they quickly dispersed.

Yes. There was no real guarantee that the Constitution would work, the national debt was high and there was not yet a steady stream of revenue. Washington also had to set precedents for Presidents to come, keeping a balance on how he acted. He would also come to face difficulties such as the Whiskey Rebellion and impacts of France's rebellion.
