Rules are important because without them we would have chaos. Think of driving without rules. People would have accidents everywhere and more people would get killed than they do now. Rules are needed in schools because without them children would get hurt running down the halls or on the playground. Teachers wouldn't be able to teach. When you swim you need rules so you won't jump in the shallow end and kill yourself or running on deck with water could get someone hurt. There are places in the world without rules and you wouldn't want to live there because it is dangerous just to go to the store or to leave your home.
