One can say that democracy is the ability of the citizens to govern themselves as they see fit rather than just accept the dictates of a king. The Constitution left a way open for subsequent generations to change their government as they saw fit when the time comes. If the Constitution had no way of being amended, the generations of citizens coming after the adoption of the Constitution would have to accept living under a system they had no part in creating. Without the ability to change their government, the citizens might just as well be living under the rule of a king with no say in how their government should work.

What is soul of democacey?

According to Aristotle it would be the democratic process itself, the act of democracy would be its soul. Plato may argue that there is an 'absolute essence' of democracy and that would be its 'soul' Generally in modern western language the 'soul' of democracy would be the 'idea' of it and the 'foundation' of the idea in individual rights and a mutual rule. But without runoff elections you cant have real democracy or at least not much of a soul in it.
