As long as you are a legal citizen over the age of 18, you can register to vote. Go to headcount.org or rockthevote.com to register, it will walk you through the process in about five minutes (literally!) for any state.

In order to vote obviosly you need to be registered with the states in which you reside. A potential voter must be a citizen of the United States and a legal resident for at least 30 days in the states in which you have registered.

You will have to be a resident of Texas for at least 30 days before you can vote. You must fill out and submit an application at least thirty days before an election.

If you are referring to a "naturalized" US citizen - they may vote in the first election AFTER their naturalization ceremony.
