No, he was not, although it might seem that way because of his early childhood circumstances. He was born in Hawaii in 1961 to two college students-- a white American mother (Ann Dunham) and black Kenyan father (Barack Obama Senior). However, as a young child, his father abandoned the family. His mom remarried to a man from Indonesia, and for five years, the family lived in that country.

But then young Barack returned to the USA (he missed his friends, the schools in the US were better, and Indonesia was not very stable politically). He was mainly raised by his maternal grandparents (the Dunhams), as his mom was finishing an advanced degree in anthropology. But reports that his mom had no interest in him, or that she did not help to raise him, are false. In fact, President Obama often speaks of how he regarded his mom as an inspiration to him. He only saw his biological father once after the divorce, so he did not find his dad very inspirational, and instead, bonded with his grandparents.
