The legislative branch was split into two houses of congress. The more powerful of the houses is the senate with 2 representatives from each state and the other is the house of representatives which is based on population.
From 1994 until 2006, the Republican Party held a majority in both Houses of Congress. In 2006, that changed when the Democrats took the majority in both Houses.
