Uncertain as to exactly WHAT is being asked.

Some (all?) states have laws that regulate the size municipalities must be before being able to govern themselves (usually based on population). Conversely, when the population falls below a certain level, the municipalities cease to have enough population to be considered 'self-governing' and are then subsumed by the county in which they are located.
