Congress is a representative institution by representing the country's great diversity. There are many people worldwide that represent a variety of beliefs, religions, and ethnicities. The politicians or government officials are not the only ones with a voice in this country. Usually members of Congress have knowledge and experience in these three fields: law, business, or public service. They are people who found interest in politics and pursued making it a career. It's not really a requirement, but they seem to get more recognition than someone who doesn't have these qualities. Although, Congress has established rules for the members as follows:

5. Free travel
6. Lobbying
7. They are expected to perform services for their political contributors.
8. They must show appropriate behavior
