Napoleon Bonaparte was more than receptive to the idea, as he needed to raise funds for his European wars after having his budget decimated by an independence fight in Haiti. He upped the ante by offering the entire Louisiana Purchase for $15 million. Livingston and Monroe returned with an offer that would greatly expand the boundaries of the United States.
