The states issue driver's licenses and conduct elections. The National Government does not do either of those things.
The federal government is responsible for drafting foreign policy and for national defense. The United States is an example of a nation whose government structure incorporates a federal government and state governments.
The federal government is separated into three parts: the legislative, executive, and judicial branches. The legislative branch is further split into two more parts, the Senate and the House of Representatives. There is no one entity in control of the federal government.
