The Vice President of the United States is also the President of the Senate. He is not a Senator and he can not vote unless there is a tie vote, in which case he can vote to break the tie if he wishes.

Who is in charge of United State's Senate?

President of the Senate (The Vice President) Actually no one is 'in charge of' the Senate. If anyone has a responsibility to try to govern the Senate, it's the responsibility of the two leaders. Article 1 of the US Constitution says "The Vice President of the United States shall be President of the Senate, but shall have no vote, unless they be equally divided." This means that the VP would be the deciding vote were there to be a tie in votes, but is not 'in charge of' the Senate.

What is a charge of wrong doing filed against presidents?

Impeachment. Only the House of Representatives can impeach the president, and the impeachment is just the bringing of charges against the president. The Senate and the Senate alone then decides whether or not the president is guilty. Clinton was impeached, but was not found guilty by the Senate.
