The federal civil service in the United States was established in 1871. It is defined as "all appointive positions in the executive, judical and legislative branches of the Government of the United States, except positions in the uniformed services".
The federal civil service was started officially by law in 1871. In 1882, the Pendleton Civil Service Act stipulated that Civil Service employment was to be based on merit rather than at the whim of supervisors.
The Civil Service System was created to improve the quality of federal workers. Prior to the implementation of the system, employees were mainly selected as a reward for political favors. This resulted in people who were really not qualified to do their jobs. The Civil Service System assured the right candidates for the job.
