Cases that are effectively (but not explicitly) overruled or departed from by a later decision of the same court are indicated with the phrase 'abrogated by.'" "On other grounds" simply means that the holding the case is being cited for is still "good law," but another holding of the case has been effectively overruled.
The case may be overruled if no complaint is made but if another millitay person make a formal complaint the fighter will be demoted and stationed elsewhere. Under what circumstances? Off/on duty, off/on a military installstion, in the US, in a foreign country?

There are more than three limitations on Congress's power. From a Constitutional perspective, Congress may be in checked by the President's veto power over Congressional bills and it may also be overruled by the Courts. There are also the practical limitations of what the budget or public opinion allows.
