Governments have to work within the limits of the constitution which would normally specify how the government is elected/formed and define fundamental rights of the citizens comprising the electorate and the remit of the legislature. Such a government would not normally be able to change the provisions of the constitution and its laws would normally be subject to veto by a separate constitutional court.
