the problem would be because they would not be fair if New York a bigger state and Rhode Island a smaller state because the bigger state would beat/win against the smaller state because it is based on population and it wouldn't be fair that is why we have balanced/equal states now Today

New York has 27 representatives, and Rhode Island has 2. Each state gets two senators. This is the Grand Bargain, and why we have two houses: one to represent the number of people in the state, and the other to give equal voting weight to each state. The House is the former, the Senate the latter. If the senate were proportionately representative, the smaller states would lose power to the most populous ones, and we would have the tyranny of the masses.
