What we are actually thinking of is a Foreign Trade zone, which is a restricted access site in or adjacent to a Customs port of entry. See Foreign Trade Zones act of 1934 19USC 81a-81u, The general regulations and rules of procedure of the Foreign Trade Zones Board in 15CFR400 and US Customs and Border Protection regulations concerning FTZ's 19CFR146
