The proposal for an amendment to the Constitution is initiated by either a two-thirds vote from both houses of Congress or from two-thirds (34) of state legislatures' call for a national convention. Ratifying (approving) amendments can only occur when either three-fourths of state legislatures approve, or through three-fourths approval at a state convention.

An amended version of the Virginia plan was adopted at the Constitutional convention. The Constitutional convention was held in Philadelphia from May 25th to September 17th, 1787.
The Constitution cannot be amended if sufficient agreement is not reached. There are two methods of amendment, both requiring defined levels of agreement between the states and the Congress. If agreement is reached, the amendment is adopted. Amendments can also be repealed by the enactment of a further amendment.
