Usually called a parliament or a congress, these pass/debate/repeal laws in an effort to represent the interests of the country. Note that the word "recommend" is somewhat general. In a representative democracy like the US, Citizens elect officials to their post in an effort to pass what they want, not what the officials or government want, but what their constituents want.
